this is our team welcome it's nine pm they are moscow my name is kevin zero in our top story for you tonight syrian rebels are under pressure to accept a u.n. backed peace plan after the mask has rubber stamp the deal that includes appeals for a ceasefire but no calls for president assad to step down something the opposition and washington have been calling for the u.s. is pushing for the rebels to unite with some functions rallying behind the syrian national council of a conference in turkey rounding up the day's events r.t. sarah firth. both come out of the meeting is a pitch of an opposition that's really struggling to get its act together they've been meeting here in istanbul hundreds of the syrian opposition members to discuss
1:02 pm
and to try and hammer out some common objectives and really lay to rest the concerns over the very fractious nature but it seems that that was elicited and they were able to unify and in fact the picture that came out we saw walkouts from some of the members disagreements and further criticisms of the syrian national council and the object is that they put forth saying that they were trying to impose their will to much indeed it is very concerning because the s.n.c. of course is trying to pitch itself almost as an exile government in waiting a very similar to libya's and t.c. but that hasn't really been the reality of what's happened and we seen a fierce criticism is coming from the different opposition factions and stole say that the syrian national council ineffective and that they're very far in need for what's going on inside the country say more than an optimistic kitchen is going to make the western countries think government's very nervous and anxious those who

would back seeing president assad out it is not really clear at the moment whether there is a viable alternative if the opposition sort of failing to present its united front so for a correspondent there will bring peace to syria without foreign move through devotion breaking the worst economic hold on the world of dominated talks between leaders of russia and china india the creation of an alternative to the i.m.f. for the world bugs top of the agenda is five the world's exploding economies good beating their party's pretty streets across that story for us in new delhi. it's the fourth annual brics summit that's going on here and via the emerging economies brazil russia india china and the newest member of africa will be meeting here the leaders of those countries for the next two days russian president dmitry medvedev landed here and early this morning by lateral meeting on the sidelines of the brics
1:04 pm
summit the russian president and president hu were discussing syria leaders have said that they back kofi annan plan for a cease fire in syria but both leaders have said that they don't want president assad to step down which is something that western powers have been saying another country that the two of them have been talking about is iran both countries have repeatedly said russia and china that they are again think sions on iran bay believe that iran is developing a peaceful nuclear program obviously there are a lot of things to talk about between china and russia one of the key things being trade in recent years china has asserted itself as russia's biggest foreign trading partner actually last year trade between china and russia increased by forty percent reaching eighty three point five billion dollars one major proposal here that's said to be at the top of the agenda for all of these countries is an alternative bank between the brics countries that would serve as an alternative to
1:05 pm
go bust there and lead financial institutions the traditional ones like the international monetary fund and the world bank there is also talk about creating some sort of brics basket currency that could serve as an alternative to the dollar as the global reserve currency here is more on what the leaders of these birds countries are set to talk about in the next few days heads of c. from the five leading emerging economies brazil russia india china and south africa the brics nations meet for their annual summit the five make up forty percent of the world's population are expected to contribute almost half of all global g.d.p. growth in the next eight years and have a rapidly growing influence in international affairs. but i would be it is widely. believed would be the god who joined
1:06 pm
the geopolitics and again the geopolitics of the word the summit this year is expected to discuss a new joint bank between the five other breaks countries are interested in getting tiny investment in infrastructures and. resources so obviously a bank will be a very very useful buco for this kind of investment and i can build these the code of. briggs projects change this in order for this and you would see the new tradition the political leader is believe that a brick bank could merge see it growing up in on a power between the country then to a life establishment they also believe that it could serve as an alternative to what's there and lead financial institutions like the international monetary fund and the world bank certainly. hopes to be able to or to
1:07 pm
remove the overall predominance of the institution by the united states and european union countries the brics countries have been busy this year not just in guarding against the impact of europe's financial crisis moving away from the dollar as a reserve currency to a brick striven one is also still firmly on the agenda it would become a goody goody good good see. who would be leading the push to. europe it is just breaking the will pull you off the this summit will be hoping to advance further the economic interests of the brics group further loosening reliance on western dominated global economic architecture preassure either r t new delhi india. multiple explosions set off a massive fire in thailand we got the pictures are appalling online playing them.

light on the go. video on demand all season long the old girls. are a sense feeds now with the palm of your. foot. on the cold front runner for the us republican nomination to accuse president obama vowing to russia mitt romney claims about his foreign policy puts america's national security danger this comes after obama was overheard of course as we reported yesterday shoring to me to my bed of war flexibility on arms control issues off of the presidential election in november also want guarantees from washington a planned missile defense system in europe would not target russia a group of republican senators have demanded the white house makes no concessions to russia romney those called moscow thought it america's side a view shared by many republicans are he's gone a can recall. the run up to the presidential election in the

u.s. . a perfect time to drag out the good old cold war skeleton from the closet . russia this is without question our number one geopolitical foe in the world of the presidential hopeful mitt romney russia is america's prime enemy while it's president elect you should remember this. place big business represents a real threat. to the. stability and peace of the world but that's seeing the world of mitt romney what about well america there is no evidence of any popular support for bashing russia for hostility towards russia so this idea that somehow or another russia is a concern for americans it just doesn't add up at all with a very small sliver of people asked about romney's comments president medvedev

advised him to stop reverting to olden days hollywood stereotypes and take a look at the calendar if you can in the i would advise all u.s. presidential candidates to make reasonable statements it wouldn't do them any home to do so and to cheat they will choose it's the year twenty twelve little mid one nine hundred seventy s. and you know the current leaders of the two countries may have long delayed the cold war to press but for some it's just too good to like girl boy to return to those cold war simple days. russia is not the only foreign policy bandwagon the republican presidential hopefuls are capitalizing on the list also includes china iran syria each candidate except ron paul trying to sound tougher than the other the strategies they put forward by arming arming isolating threatening i want to be. china i want to go to war with china these guys are

ranchers and. and looking for ways to. to want to harm us of course should take military action it is unacceptable for iran to have a nuclear weapon but what if all of what the trigger happy candidate suggests on foreign policy actually happens i worry about the world in which romney became president because i think he would adopt a more militaristic foreign policy as world is depicted in a sketch it's some kind of a mythical and very kind of a real view of the world if america takes up a much more aggressive stance towards lots of foreign countries it will be a much more dangerous world will also be dangerous for america because we can't afford to do that mitt romney will most likely win the republican nomination and america will face a choice between him and president obama polls show the majority of americans disapprove of obama's policies but most experts agree that he will eventually win
1:13 pm
the election because too many americans are just plain scared of having someone like romney as their future leader and get us like our reporting from washington our team let's discuss romney's comments from russia now with the author of managing country risk daniel wagner is joining some of them from connecticut thanks for being out international so what's the fear is twenty twelve how could making concessions to russia threaten america's national security. well i think mr romney represents portion of the american populace that thinks in very simple terms and in doing so what they're concerned about is that making any concession not only to russia but to any country is somehow seen as weakening our bargaining position i think this is fallacious i think the whole bargaining process is predicated on making compromises and being thoughtful about your actions and digging your heels in and never making compromises doesn't make
1:14 pm
a lot of sense and doesn't make a lot of progress ok. have you of course throughout the day romney says not nothing to what obstruct washington all many issues do you see it that way. no i don't see it that way i think if you look at the recent record between mr obama and mr medvedev or america in general and russia i think you'll see there's been plenty of progress and it's easy for politicians in the heat of an electoral campaign to pander to the lowest common denominator of the american populous with cold war rhetoric that's exactly what mr romney is doing and what concerns me about that is that i tend to wonder how thoughtful he would be on these larger issues if he were to get into office but also says to me that he's not particularly sophisticated when it comes to foreign policy it's almost as if he's been handed lines by his advisors about what to say and that it's intended not to necessarily
1:15 pm
make progress but to get himself elected. or those utterances romney also calling russia a thorn in america's side i mean there's just tried to play to have this hardline sentiment but it has become america's post-election foreign policy chops what then . i think the u.s. had better think very carefully about taking that sort of an approach the fact is that america and russia need each other they're much better is. they're much better trying to compromise and do things in each other's favor and i think you know russia has put a step forward in that direction basically saying it may make some air bases in central asia available if it is possible to help the american afghan effort which of course is that russia is up for it as well russia's interests as well and my view is that ultimately whoever's in the white house whether it's mr obama or mr romney he will ultimately go away from the extreme come toward the center and make
1:16 pm
some sense in what he's talking. probably is all about getting votes and we have these very same conversation last night. last night the president around. this time. well that's a good question in mr mccain's example you know he really didn't stop his rhetoric after the campaign was over he's ended up being a thorn in the side of progressives in the foreign policy arena in this country for the last several years you know i tend to think that when push comes to shove a lot of foreign leaders when they ultimately get to the top of the pile they take a good look around and they see not only that they want to do the right thing by their people but also that if they don't think a little bit about what it is that they say they do then they're not going to be making progress and ultimately we're going to be moving backwards i have to believe that if. more right wing or left wing candidates who get him ultimately go to the

center. only be the case with mr romney my own view is that mr obama has done a pretty credible and substantial job in the foreign policy arena i think he's going to have mr romney for lunch in their foreign policy discussions during the debates. risk assessment. is from connecticut appreciated thank you. now it seems this panic at the petrol pumps in britain the head of a possible time kid drive a strike some stations are reported to have run dr who will offer a government but it's just people should fill the tanks and stock up with fuel costs but that's despite the fact that now we just relax and yet being cold is a london correspondent laura smith. the scene that you see behind me is something that's repeating itself up and down the country today dr panic about whether they're going to be able to get enough fuel they killing up at petrol stations to

fill up ahead of a propose rolling national strike by casual tanker drivers panic buying is of course a self-fulfilling prophecy if thirty million motorists suddenly decide they might not be able to get enough fuel coming up at the station and each one fifty liters of it and it's not going to be a lot left to create. and the opposition today is accusing the government of fueling that steam on one of the cabinet ministers said on another news station this morning that filling up was a sensible precaution ahead of the proposed strikes meanwhile the government is desperately discussing various measures to try to prevent the strike or to compensate for it if it does happen which includes bringing in the armed forces reports around eighty. drivers have been drafted in to start training training with. the union that looks off to the fuel haulage drive as is planned a series of strikes that mostly pay our was

a redundancy and safety procedures that kind of thing but it also caused a lot to do with high fuel prices and that's partly of course because of the iran oil but because of the huge amount of tax that's levied on fuel in this country around sixty percent of what people pay at the pump tax and that's looking to buy. when the government puts up tax on fuel again now this looks set to be an incredibly disruptive strike but it's certainly not the birds we've already seen teaches and lectures. on wednesday here in london particularly a general strike at the end of last year which was the first for a generation so really a hugely disruptive industrial action which could see a massive short. if you will at the pumps effecting people in their everyday lives that thirty million traded in this country. will keep you posted what happens there are staying in the u.k. as well next to where a british student who suffered

a victim of violence and not the least sends a message at least in a sense it is a lie and if you're a protester you are basically fair game alfie alleges he was beaten over the head with police battens this is the immediate aftermath of the assault the impact was so hard he suffered bleeding on the brain and lost the ability to speak the scars a gruesome reminder of the emergency brain surgery that saved his life alfie had been demonstrating against university tuition fee hikes along with thousands of other students but police were out in force today and more than happy to show them the strong arm of the law alfie was one of over fifty who ended up in hospital after the protests most of them students but the only ones who have been charged in connection with the violence are the students themselves a year on not even a single policeman has been investigated the same protests or disabled activist drank from his wheelchair and pulled along the road despite this video evidence no

threatening to declare a separate state in the south that's after fifty people were killed in two days of clashes there a country suffering continual violence with former rebel still bearing arms a year after the revolt journalist a blogger neil clark says the national security council's done more harm than good since it began. because massively. let's look back on our last year they promised peace democracy human rights in libya we actually have the very opposite there is no peace initiative the fifty people killed in the last few days incredibly over one hundred people were killed a human rights watch has been a poor tax on black africans as part of race is part of it's uncanny that the people who committed these crimes have been punished as being desecration of british war graves in benghazi again the. fact is the sea is not in control of the country as lawlessness going on. and the country is in

a real mess because of me all these use of the east of russia with arms and the fact is you've got militias you've got different tribal coalitions with all heavily are you could have very divided government in tripoli that is mind control of its territory so you've got a real recipe for. that who's to blame because it's the west powers who gave these arms to grab topple gadhafi and already it's going to start. because there is lawlessness there and it's very similar to what's happening in iraq international news in brief the damage to one of the fukushima nuclear reactors is far worse than previously thought with fatally high levels of radiation and dangerously low levels of cooling water a probe has now been sent into the reactor for the second time since it was crippled by last year's earthquake disaster means decommissioning the facility will be much more difficult cleanups will take decades. the pope said this is a visit to cuba with a huge mass on the side of the country's communist revolution addressing
